Every hand-over is sent by one side and counted by the other: warehouse, vans and outlets, in any direction. Until it's counted, it's the sender's responsibility.

The office asks a warehouse, van or outlet to send stock. Staff there pick, scan and send it on their kiosk or phone, and they become the named sender. Nothing moves until they send it, and the receiver still counts blind.
