The system picks a few visits per region at 6:00 am from the day before (Rules & switches: machine.photo_review_per_region). Nobody knows in advance which visit will be checked. Someone who read the meter, was the van crew or approved it can't check it. "Doesn't match" raises a high alert to the office.
